On 2 March 2022, the Minister of Education issued an order regarding the academic mobility of students to support young people attending higher education institutions in Ukraine.The order stipulates that students who cannot attest their studies through documents issued by the higher education institution they attended in Ukraine can enroll in Romanian universities following an assessment, based on university’s own criteria and in compliance with international practices.Thus, based on this assessment, Romanian universities can decide on the recognition of studies and granting of transferable study credits. Before completing their studies, students from Ukraine will have to present the diplomas that allowed them access to the study cycle in which they were enrolled to the Romanian higher education institution.All students must apply with their desired host university for a place within this special mobility measure meant exclusively for citizens from outside the European Union who come from higher education institutions in Ukraine. The transfer is subject to approval by the host institution.Under this measure, Ukrainian citizens only can benefit from state funding. All other students who may benefit from this specific academic mobility  will be considered self-funded, and thus cannot benefit from funding from the state budget.

02.03.2022 року міністр освіти видав наказ про академічну мобільність студентів, щоб прийти на допомогу молоді, яка навчається у вищих навчальних закладах України.

Наказ передбачає, що студенти, які не можуть підтвердити своє навчання за документами, виданими вищим навчальним закладом в якому вони навчалися в Україні, можуть вступати до румунських виших навчальних закладів за результатами оцінювання, відповідно власним критеріям та з дотриманням доброї міжнародної практики.

Таким чином, виходячи з цього оцінювання, румунські університети можуть приймати рішення про визнання та надання кредитів для навчання, які передаються. Перед завершенням навчання, студенти з України повинні будуть пред’явити румунському вищому навчальному закладу дипломи, які дозволили їм отримати доступ до циклу навчання на який вони були зараховані.

Академічна мобільність для громадян з-за меж Європейського Союзу, які прибули з вищих навчальних закладів України, здійснюється в результаті підходу студента, за згодою приймаючої установи.

Відповідно до цього заходу фінансування з державного бюджету отримають лише громадяни України. Громадяни третіх країн Європейського Союзу не можуть користуватися фінансуванням з державного бюджету, їхня академічна мобільність і надалі оплачуватиметься.

Dopomoha (Допомога) - веб-платформа для інформації та підтримки людей з України, які хочуть звернутися за допомогою до Румунії в цей складний період, який вони переживають зараз. На цій платформі вони знайдуть інформацію про процедуру в’їзду в країну, способи подачі заявок про надання статусу біженця українцям в Румунії, які їх права та обов’язки та корисні ресурси під час їх перебування в країні. . Допомога надається румунською, українською, англійською та російською мовами і доступна через браузер з будь-якого пристрою.

Le 2.03.2022, le ministre de l'Éducation a pris un arrêté ministériel relatif à la mobilité académique des étudiants afin de venir en aide aux jeunes inscrits en formation universitaire dans les établissements d'enseignement supérieur en Ukraine.

L'ordonnance précise que les étudiants qui ne peuvent pas prouver le parcours / le niveau de leurs études par des documents délivrés par l'établissement d'enseignement supérieur qu'ils ont fréquenté en Ukraine peuvent s'inscrire dans les universités roumaines après une évaluation qui sera basée sur des critères propres à chaque université et en tenant compte des bonnes pratiques internationales.

Ainsi, sur la base de cette évaluation, les universités roumaines peuvent décider de la reconnaissance et de l'octroi de crédits d'études transférables. Avant de finaliser leurs études, les étudiants ukrainiens devront présenter à l'établissement d'enseignement supérieur roumain les diplômes qui leur ont permis d'accéder au cycle d'études dans lequel ils étaient inscrits.

Pour les citoyens hors l'Union européenne, y inclus l'CEE et la Suisse, qui viennent d'établissements d'enseignement supérieur d’Ukraine, la mobilité académique est réalisée suite à une demande faite par l'étudiant et avec le consentement de l'établissement d'accueil.

Dans le cadre de cette mesure, seuls les citoyens ukrainiens peuvent bénéficier d'un financement du budget de l'État. Les citoyens des pays tiers ne peuvent pas bénéficier d'un financement du budget de l'État, leur mobilité académique continuera d'être payante.
